I am planning to follow Rick's one week tour of Loire Valley. His tour starts
with an hour drive from Tours to Chambord/Ceverny with an overnight in Blois.
I want to take a train from CDG to Blois and rent a car in Blois. Most reviews I have

The only reason for renting in Tours is that the agencies are mostly just steps from the TGV station (which actually has a suburban name, not "Tours".) The down side, everywhere, is that they have long lunch hours, typically 12-2, check your rental company listing CAREFULLY. We had things to see between Tours and Chinon, our first stop (going the other way than you.) There was little traffic between the rail station and the highway, so it worked out well for us.
It seems to me that the bigger the agency you go to, the better chance you have of getting the car size you reserved. I forget if we had Hertz or Avis in St. Pierre des Corps. But they were open long enough that we were able to go back later when we discovered that the Cigar Lighter fuse (i.e. our personal GPS ... ) was blown when we got the car. They only had the wrong size to put in, but at least they did it for us.
The train from CDG to Blois stops in Tours at the St-Pierre-des-Corps station anyway. Why not just rent the car there and drive the 1/2 hr to Blois.

I'd expect Auto Europe's web site to show you price quotes from both Hertz and Avis, along with other companies they represent; they are a consolidator/middleman, but my experience with them has been good.
For a rental in Dijon, I used the Hertz and Avis sites and any discount codes I could find to compare and contrast. Ended up with Avis. They're really all pretty much the same, and they are right inside the bigger train stations. IIRC I once had a rail/drive pass in France and we had an Avis car in Tours.
