What are the details for the easiest and fastest public transportation options from the Nice airport to Menton on arrival to the Nice airport from Antibes for departure?

I would guess if the Autoroute traffic allowed a taxi would probably be fastest, either to Antibes or Menton.
There is a perfectly serviceable train from next to the airport which goes straight to Menton. Same train also goes to Antibes, but some of the question was garbled and I didn't get the whole thing.

Yes, it is not clear if you are arriving at Nice Airport, or traveling from Antibes. From Nice Airport, Terminal 1 or 2, take the 2 or B tram (free) to Nice St Augustine station and take the train to Menton. From Antibes, just take the train to Menton.

To be clear, will be flying in and out of Nice for our visit. Will need public transportation from the airport to Menton on arrival and from Antibes to the airport when we depart.

Nice airport has 2 terminals, 1 & 2. Either one has free tram transport to Nice St Augustin station, which is only 500 meters from Terminal 1. At Nice St Augustin, get a train to Menton. There are direct trains every 15 minutes or so.
Reverse process coming from Antibes.
