We need a working phone as soon as we land in France but the airport we are flying into doesn't offer SIM cards for purchase. What are our options? We will be in France for 3 weeks

If you have Verison, for $100 you can get coverage in Europe. Friends purchased a Sim card in Italy and had considerable problems and not enough band width to forward photos. That convinced us to spend the $100 for better service. Small price considering the hefty cost of travel to FR.
Coming from Canada and the Roaming charges are far too much, which is why we want a SIM card. Will check out Orange, thank you. Any other suggestions welcomed as well.

Do you need a local phone number, or can you make any needed calls through an app like WhatsApp? Do you have a phone with eSIM capability? I'm planning to use an Airalo eSIM for an upcoming trip to Paris. Worked great for us in Turkey. Very affordable and you can buy anytime you like through their app; it'll activate when you land in France.
