We will be picking up a car in Toulon. Does the rail station have easy access to the highway, or will we have to go through a lot of city traffic to get to the highway? We try to avoid city traffic when driving, but also wonder if there are frequent buses to the airport so that we could pick it up there. Also, is there easy access from the airport to the highway. We will be heading to Arles.

Looking at Toulon rail station on Google Maps, I'd say that it has very easy access to the A50 highway running east-west. If you're not already at the airport, then car pick-up at the train station looks like first choice. www.viamichelin.com is a France-based service with an even longer history of providing driving directions and maps, so try them, too.
