France is a secular nation. So all is open.
Businesses and attractions which are normally closed on Monday will be closed that day.
Everything else will go on as it does normally.
I am also traveling to Paris that week and landing Easter Sunday and was looking for a good restaurant recommendation for that day. We have 3 adults and 3 teens (15-16 yrs. old) and are staying in the 16th Arrondissiment. We would like to make reservations somewhere because it is a holiday. Any recommendations would be greatly appreciated.

Brasseries are open 7 days a week, and serve food on a continuous basis.
Most cafes will be open.
Restaurants that are normally closed on Sunday and Monday will remain closed.
You can reserve ahead on TheFork, if you're concerned about where to eat. Some restaurants offer discounts, but you have to stick to what they are giving away. Otherwise, you can order from the regular menu - just don't reserve with a discount in mind.
