I have been saving for years to get a luxury bag for my 40th bday... I know buying a bag in Paris, I can save a few hundred dollars due to prices in France/VAT tax refund...BUT is there any additional discount at those stores during Paris summer sales in July? I heard Hermes has a summer sale and I wanted a scarf...but hard to find online how much the savings are...any know if Louis Vuitton or Chanel participate in the summer sales? Any tips on other shopping during the sales?
Hermes does have a sale, discounts vary on the type of items purchased. You won't get a scarf for half-price, though.
Chanel doesn't participate in the sale periods, and Louis Vuitton has private sales.
As far as the other non-luxury stores go, discounts begin at 25 or 30 % off at the beginning of the sale period, then increase to 50% then 60% or more after a couple of weeks. The problem is that the most interesting merchandise is always the first to fly off the shelves, so not much of a discount.
There are pre-sales on in Paris right now, at all the department stores and at many boutiques. These might be more interesting, since prices are 50% off at the moment and there is a lot of merchandise.

I've never seen discounted prices on the high-end merchandise that you've mentioned - not in department stores or anywhere else. These companies simply don't need to offer discounts because their customers can and will pay those outrageous prices.
You can find good sale prices on things like cashmere sweaters, "regular" purses, shoes - but none of this will be luxury brand merchandise. If having a recognized label is not really that important to you, you'll find a lot of merchandise that comes awfully close to "the real thing", and will be much more affordable.
Chexbres, you've obviously never seen the lines outside the Hermes store the morning that the soldes start!!! They absolutely do discount and it's quite a frenzy. I've never gone in myself, but it's real.
