Has anyone been lately? Last we were there 3 years ago or so it had considerable scaffolding inside. I'd like to see it again but not the scaffolding. Website says its fully accessible but I'm not sure what that means.
There is no scaffolding. All the windows have been repaired and cleaned.
Just line up outside.
We were there a couple of weeks ago. No scaffolding inside. I'd suggest going on a sunny day. The stained glass isn't nearly as impressive if it's cloudy.
It's been clear for a couple of years now. We were just there in September. For photography, I actually prefer an overcast day if it isn't really dark. You get nice, even lighting all the way around then. With full sun, you get hot spots where the glass is washed out or else very dark areas. But, either way, it's a great place to see. It's my favorite spot in Paris and is always at the top of our list.

I saw it on a rainy day last month. I was wishing I had seen it on a sunny day, or an hour later when the sun did come out, but your comment makes me feel better. It was beautiful!
Although the stained glass is very impressive in the bright sun, I agree with bljewell that sometimes a little less direct sun is good. In photographing the windows, you need to either go to a manual mode, or use the iso-adjust meter to close the camera down a bit. Very easy to overwhelm the censor.
I went last September and there was no scaffolding. It was beautiful. I was outside the building this October and didn't notice anything on the outside. I went for an evening concert and it was pretty level getting in and out. I don't always pay attention but I don't remember many stairs. For the concert you can only go on the main floor.
