I am looking for recommendations for lunch and dinner. in Paris in May for 5 days. Staying near Notre Dame but can go anywhere within Paris. Looking for good food and where locals dine. Does not have to be fancy.

Reasonable prices, good Breton food, especially Breton savory crepes, Breizh Cafe (more than one location). We went to the one in St Germain (not far from the Cluny Museum). We were there for lunch and there were lots of locals, seemingly on their lunch break.
You should be able to google the following and determine if they appeal to you: L'Orangerie & Auberge de la Reine Blanche which is on the main street of the Ile Saint-Louis. Cafe Med (near the start of the island) which is good for lunch and dinner. St. Regis (on the same street) for a good breakfast for just a little money. They also are open in the evening.

Here are a few recommendations of restaurants that I enjoy.
Le verre volé - right off of the Canal Saint Martin. Excellent French classics in a very authentic setting. This restaurant set standard for the new-wave natural wine movement to come (many of which are equally excellent and in the same area). Affordable and generous dish of the day (18 euros). Filled with locals.
Mercerie Mullot - A slightly fancier restaurant towards the bottom of the 6th arrondissement, meaning that you can easily cross the Luxembourg gardens from your hotel to get here.
Allard - this one is full of tourists. However, the classic French dishes are excellent and the setting is that of a, if not very polished, wonderful French bistro. Colvert is another very good option just down the street...as is a rather new Indian restaurant called Patang where the staff is lovely and the food equally good.
A bit deeper in the 5th there are also some excellent Asian options (you're not likely to find too many tourists). I recommend Foyer Mon Vietnam and the exceptional Tang, Hu, & Lu on rue Mouffetard. Everything is made on the spot.
Be sure to check out some of the jazz classics located in the 5th such as Caveau de la Huchette and the 2 or 3 others within a hundred or so meters... Riv 38 on the other side of the river is also excellent.

I second the recommendation for le Bon Georges, though their prices and popularity have increased drastically over the past 3 years... I can't confirm that it remains very local seeing as I haven't returned since the summer of 2021. However I do know that their wine list remains one of the best in the city if that kind of thing interests you. Wineries with very good reputations host private dinners there from time to time for their teams to give you an idea.
From memory their lunch menu during the week was good value, but you'll need to check if they're still doing one with all of the increased demand.
Should you decide to go I recommend following up with the Musée Gustave Moreau, just around the corner.
Base will be near St. Augustin for 6 days - any recommendations close to that area?

Le Petit Vendôme - I don't go here very often as it has now been recommended by too many food critics. However, I like it better than L’Avant Comptoir de la Terre in the 6th which is now a mob scene, full of tourists.
Hébé in the 5th. A bit eclectic. French - Mediterranean cuisine; more nouveau rather than classic. Vegetarian options available. Walking distance to Notre Dame. Our third or fourth favourite dinner in a month of dining in France in 2023.

Au Bougnat is the best restaurant near the cathédrale. It is absolutely delicious. After years of going there, they actually have started to remember me. While tourists do find there way there sometimes, it's largely locals that go.
