Can I buy a weekly Paris metro ticket on my phone or do I need to buy a physical pass and then load it on my phone?
Which pass is best for one week of unlimited travel? Really not wanting to pay $70 .

The weekly pass which goes on a Navigo Decouverte runs from Mon to Sunday or one week (it was developed for visiting workers and is not a tourist designed product although tourists can buy it). It is the best deal if it fits your time.
Otherwise get a Navigo Easy and put individual metro or bus or day passes on it.
All this can be done directly on the phone once you arrive. I don't think it can be done outside the country. (over on Trip Advisor this is a constant topic and several people have posted detailed instructions. I prefer a card myself and not faffing around with a phone at turnstiles while frustrated people back up behind me. So I have the ND card.
The weekly ND is about 31 Euro and the physical card is 5 Euro and good for 10 years. No fee for the card on the phone. FWIW 70 Euro is peanuts compared to the cost of the trip.
