I'm looking for hotel recommendations in the 6th or 7th Arrondissement of Paris, near a Metro/bus stop, less than €200. Bonus if it has a garden courtyard or balconies. Doesn't have to be luxurious.

Cathy - Citadines Saint-Germain-des-Prés Paris is a good choice. It's in the 6th arrondissement area close to public transport and less than €200.
Hotel Des Grand Ecoles is in the 5th arrondissement (Latin Quarter) but has a lovely court yard.

Also depending on the time year you may want AC. It can get awfully hot and stifling in the rooms.

We have stayed at Jardins D’Eiffel Hotel in the7th a few times and like the location. Easy metro connection a block away and a few bus stops within easy walking distance.

And yes, when can make a huge difference in price.
In the 7th I've stayed in Hotel Muguet, a sister hotel Hotel l'Empereur, Hotel du Champ de Mars, Hotel Motte-Picquet, Hotel Beaugency and all were under 200E/night for a single. Rates fluctuate and can be much more on a weekend that is almost sold out or during a festive time of year.
Hotel l'Empereur has teeny balconies on the two 5th floor "romantic view" rooms which overlook the golden dome at Les Invalides. Yes, I've stayed there on my own and I'm worth it, lol! Hotel Muguet has a glassed in breakfast room and a patio garden although the day I had breakfast there it was raining so it wasn't as picturesque as you'd like.
