You can easily visit on your own. I copied the relevant pages of Rick Steves' Paris guide for my visit. You could also rent the audio guide.

If you want to climb the Towers of Notre Dame you'll need to reserve in advance.

There is a woman named Emily, who has been very helpful on this forum and on Reddit with advice about Notre Dame. I know she does private tours, and I haven't seen anything here, but there are some Redditors that have used her and found her very helpful.
