Hi,

When we were there in April, it was surrounded by construction fencing, tall cranes and lots of scaffolding. You can definitely walk to the plaza. There is actually a viewing stand set up on the towers side, where people can sit and watch or contemplate.
It won't be reopening until December.
If you are in that area, you should definitely walk by just to see it even though it's surrounded by the plywood fencing. There are some really interesting story panels on the North side of the construction fence that are good to look at.
This should provide the information you need - https://parisjetaime.com/eng/article/notre-dame-the-current-situation-a741 .
If you have an hour to spare, I highly recommend the VR experience, Eternelle Notre Dame. It’s underneath the parvis directly in front of Notre Dame. The entrance is behind the bleachers set up for watching the work on the cathedral.
It goes through the building of the cathedral from its inception through the fire. It’s absolutely amazing.

I appreciate all of your help
I’m here now and visited yesterday. You can view the exterior but the cathedral will not officially reopen until December. There is a wall up in the front with a tribute to the restoration workers and some scaffolding and construction cranes on the sides. But the facade is still very impressive and there are some bleachers erected in the plaza to sit and enjoy. There were buskers and street dancers there and many people taking it all in. We went by after visiting Saint Chappell which I highly recommend .
