I was in Nice in August and I am going back in a week. It was absolutely wonderful. We were asked for our proof of vaccination/ pass sanitaire at every restaurant. We showed our CDC cards and it was accepted everywhere that we went.
As noted you will need a pass sanitaire but the CDC card has been working for people. Masking compliance is near 100% indoors but outdoors, it is far, far less. Local infections have dropped well down (less than a third the per capita level of your state) and hospitalizations and deaths are well down from peak. The test rate positivity is 1.6%. 90% of adults in the Alpes Martimes (department where Nice is situated) are fully vaccinated, per gouvernment.fr.
