Usually there are lists online of what's open and what is not. Chances are if you google previous years it will be a tell for this year.

Assume everything is closed that is not specifically listed as open. The Eiffel Tower is open; Musee Jacquemart Andre is open; the Seine boat cruises are operating weather permitting.
