You might find a list at the Lyon Tourist Authority website. Then you can ask here or on trip Advisor for opinions on those that fit your needs.

When an English-speaking daughter-in-law came to visit from the US, I hired Isabelle from Les Visites d'Isabelle. It was an excellent tour by Isabelle, a French government certified guide who speaks English well. My offspring, who plan their trips using blogs rather than guidebooks, loved the tour and were sold on the value of a good guide
To get around the commercial sites on Google dot com, I searched on Google dot fr and then screened for guides who also spoke English. Before finalizing the tour, I talked to her on the phone to be sure her English was clear. It was excellent.
