Simple question: are the average meal costs given in Rick Steve's Paris 2019 guide for one person or two? Not clear.

Completely depends where you go like in any city. You have fine dining down to bistros down to cafes. I recommend going for galletes (savory crepes) or some regional food. There are also some good brasseries which are basically French style gastro pubs (and similar look and feel to bistros...just a tad more informal.
Prices are generally more affordable compared to e.g. you can have a 3 course meal for 30 euros.

Otherwise there's tons of upscale places around Paris so just dont eat directly next to a major tourist attraction e.g. eiffel tower...

Currently, 3 course menus, for anything not prefrozen or microwaved, will start about 37€. Restaurants, with a chef of any note, will cost 45€ and up for a 3 course menu. Expect to pay at least 60€ and up for tasting menus and at many restaurants, they will hover around 100€.
You can always pay less on the heavily traveled tourist streets.
Or in the rabbit warren of little streets near St Germain you can get a 3-course meal for 10-15 euros per person -- not Michelin-starred, but can be tasty.
