I see on the Louvre website that only 6 tickets are able to be purchased online, for any given tour/time slot. I was told by the Louvre staff that the tours accommodate up to 25 people. Do they hold back tickets to be purchased on site?

I think this means no one person can purchase more than 6 tickets. Probably the whole 25 are really available.
I wondered that too. The time slot we are looking at only shows 2 tickets available. Everything else shows 6 available...regardless of the date, time or tour. At first I thought the tours were capped at 6 but the staff at the Louvre say they are capped at 25. They didn't know why the website only has 6 tickets available for any given tour.
