It's been unwrapped, but looks like a major project going on?
I think that is still the unwrapping process. There was framework built out over the sculpted stone areas on the Arc.
Pam is right. Indeed, the fabric has been removed but now there is all the framework that has to come down as well.
For example, they started building and prepping the Arc for wrapping in mid-July for a mid-September opening; I think the wrapping itself (the fabric part) only took about 10 days of that time.
So it will be a little while before it is all removed (still faster than putting it up, I imagine).

I was just looking at the live cam and it looks like they are working round the clock at the ADT. It's after 3AM Paris time and I see workers there. Still quite a bit of traffic around the Arc also. Lots of cars going by.
