We’re arriving in the port of Le Harve & would like to visit Normandy. Are there tours that leave from the port? Thanks!

Le Havre is Normandy so where else in Normandy do you want to go? If you mean the WWII beaches and are arriving in Le Havre on a cruise ship, have you checked to see if they have a visit to the WWII beaches as a shore excursion?

Check your cruise ship for tours. If by Normandy you mean the D-Day invasion area, unless your ship is on a multi day stop the amount of time for a tour of any sort would be limited. The American Cemetery at Omaha Beach is at least an hour and 45 minutes from Le Havre for example. There are multiple tour opportunities from Caen or Bayeux or the most expensive option would be a private tour from your ship. Plenty to do and see beyond D-Day in Normandie but not with the time you likely have.

Much closer than the D-Day sites are the city of Rouen (by train; possibly also by bus) and the coastal town of Honfleur (by bus).
