Sometimes if you are lucky. While that is common with ocean cruises, it harder with river cruises since the boats are so much smaller. You can always true and have a plan B if you don't make it.

There are sites like 'Headout', 'Expedia' and 'Cruises' which offers last minute discounted deals for river cruises in Europe.

If the ship isn't sold out, the price drops a lot in the last week or two before cruising.
Check out last minute deals on vacationstogo.com.
They have the best search engine I've seen of all the online travel agents. I've booked 3 or 4 cruises through them and never had an issue.
