Our hotel in the Latin Quarter is in close proximity to this architectural "must-see" and we are tempted to eat a meal in the restaurant on the 9th floor. for the views of the Seine and the Ice de Cite. However, the reviews are very mixed about. service and food. Instead, we may simply go the terrace, but we wonder if there are benches or. any ledges where one can sit visiting the terrace. We would appreciate reviews of recent meals in the restaurant.

I have visited the terrace many times but not the restaurant for the reasons you hesitate, so can't speak to that. I do not recall anyplace to sit on the terrace. We have just taken the elevator up and walked over to the edge to observe the city then headed back down. The floor of the terrace is interesting. We have gotten many things in the bookstore/gift shop. Placemats, pottery etc.
the building is striking and I have some cool pictures from inside of the iris apertures . Alas they didn't seem to be actually functioning in response to the sunlight the last time we were there. I hope it was a temporary failure to maintain this unique feature.
Regarding North African cuisine, for lunch or dinner, I recommend the Moroccan restaurant "L'Atlas," located right next to the "Institut du Monde Arabe."

I've been there several times with Parisian friends who live in the same building. Excellent couscous (among other meals).
