I wanted to stay again on Ile Saint Louis but I am worried that the foot bridge to Ile de la Cite (Notre Dame) is closed? I do not like metros so I used to take the hop on off bus from accross Notre Dame or the batobus on the side of Notre Dame. Afraid I would have to walk far or cab it to the batobus or hop on off. This makes the Ile Saint Louis inconvenient for me. Anyone stayed there recently?

Make sure you check the hop on/off bus to see if they have moved the Notre Dame stop to somewhere else.
Still worried about effect of lead and closed off accesss from Ile Saint Louis, wanted to stay there again in May 2020 but unsure if I should base somewhere else.

The bridge is open, and any remaining lead has long been washed out. Virtually no lead would have made it inside apartments anyway, the concern is/was mostly for school yards and playgrounds. The likelihood of lead piping in the apartment you'll rent is a higher risk of lead exposure!
As Balso and Simon indicate, none of the bridges to/from Ile Saint-Louis are closed. Here is a link to a map Simon helpfully posted in September. While it doesn't show Ile Saint-Louis, since you've stayed there you will see that there is flow over the bridge behind Notre Dame to the end where the cafes are. When I was there in October there was even a small antiques market on the bridge, and previously I'd seen the "regular" buskers out there as well.

Are you reading something somewhere that indicates the bridges are closed? If so that is old information.
