Friends, We will be visiting Scotland, in May 2022, then onto Ireland and then arriving in France. 9 days will have passed since we left Scotland and entered France. Will my family of 5 be considered visitors from the UK and have to quarantine for 48 hours. We live in the US.

if you were travelling today, yes.
In May, who knows? The length of time France or other countries look back may change, the restrictions, tighter or looser will most definitely change.

So as of today, we would be considered travelers from the UK?
In September, we had a flight from Denver to London, then changing planes to fly on to Bologna. Just changing planes, not even visiting, but because our plane to Bologna was coming from the UK, we were looking at a mandatory 5 day quarantine, so we changed flights and avoided the UK completely.
OK, so May is some time off. And we didn’t include a 9 day stopover in Ireland. And Italy isn’t France. But if you were coming from Ireland to France, you wouldn’t be a “visitor from the UK” in any event. You might be a visitor who’d recently been in the UK, which could involve a closer look. Hopefully it won’t be a concern by May, but if it is, can you scrap the Scotland part of your itinerary, and get to Ireland another way?
It's pretty crazy to figure out, right? We would hate to scrap Scotland but we will if that is the only way to get into France without the 48 hour quarantine. Any have recent experience with this?
Well, I can give someone slack for just a transit for a couple hours and never leaving the airport, but sounds like you will be in Scotland for a while, then Ireland, so it makes sense that France may have some concern as to where you have been.
The defacto standard has been "where were you in the last 14 Days?" I have not seen anything that looks beyond that, some just do not specify, others do not care, except for where you are coming from. Of course, by May we may be saying Covid what? but somehow I doubt it
But generally, I would plan on the "14 Day" rule and go from there.
Yes, I agree that even if the Omicron wave settles by April or May, I do doubt that France will be quick about easing restrictions. As the we all know, the future is well, unknowable. :(. I appreciate your help with this question.

The French rules governing international travel, in reference to Covid-19 protocols, are based upon the country from which you enter France. You are entering France from Ireland. As long as you are otherwise qualified to enter the Schengen zone, where you were prior to Ireland has no bearing. There is currently no look back provision prohibiting your entry. I am not familiar with any such standard. Do you have a specific reference from the French government?
As Tocard rightly says, France has no “14-day-look-back” provision, as some other countries do.
(But this whole conversation is beside the point as we have no idea what the rules will be in May.)
