Rather than give specifics, I will give you search guidance as I don't know what your budget is for "budget". if you are not walkable to the center, make sure you are along a tram line. Avoid the areas closest to the train station, and near the confluence of Rue d'Angleterre, de Belgigue, d'Italie.

I'll preface this by saying that it's been 12 years, but I stayed at Hotel Solara in Nice. It's on a pedestrian street a short walk from Place Massena and the tram stop. It's also a short walk to the Promenade des Anglais so very convenient. It was a nice safe clean place, rooms were small but serviceable and very easy on the budget.

carriepatrick, Your question is too vague. As others have said, we need more info. Try Booking.com and employ their filters for cost, amenities, etc. Come back and let us know more so we can help.

The Happyculture Hotel brand offers comfortable hotels at decent rates.
I know both Hotel Deck and Hotel Grimaldi are good options.

Living in a city damaged by airbnb, I don't recommend using them at all.

My daughter and I stayed at Hôtel Villa Rivoli a couple years ago and absolutely recommend it. It’s close to the Promenade des Anglais (about a 5 min walk) and Rue de France which has great restaurants and some shopping too. You can walk to the train station easily or a bus stop is a couple blocks away.
