Also, room prices are advertised for a certain maximum number of people. For instance, you cannot add extra people to a double room unless the hotel agrees to add a cot, etc. Sometimes, single travelers will get a discount for using the same double room as a single, especially if breakfast was included in the price.

Sounds like a euphemism for "another tax".
Unlike the US where hotel room rates are often a third lower than the actual cost once several taxes are added, in Europe you mostly get what you bargain for. However many areas now add a small per head fee as an occupancy tax. It depends on where you are but it can be between 1 and 4 or 5 Euro a head a night depending on the star level of the hotel. It is often paid in cash in addition to the bill and usually excludes children. I don't recall what it is in Paris but it is a fairly trivial amount.
