We hope to stop at Giverney gardens on our way to Rouen from Paris. Is there a place to store luggage if we stop there?

not at the gardens but you should google to see if there is a nanny bags or something like that in the town.

Check in the town of Vernon for luggage storage, where you will get off the train. There is a shuttle bus at the station that will take you to Giverny. You can buy your ticket on the bus.
