I am going to Paris on business in July and want to spend an extra week exploring southwest France afterwards. Is it possible to do this without renting a car? Any recommendations for a route? I love Risk Steves and have used his guidance for traveling extensively in Italy but have never been to France and do not see these two places that I most want to see covered. Thanks for any help and guidance!

Rick does cover the French Basque Country, but it may be in the "Spain" book rather than in the "France" book.
