I believe there was a fourth condition allowing for physical activity. I should interpret this as taking out the dog or brief exercise. However, contact with others is prohibited.
You are right Tocard. Physical activity — including dog walking, which Castaner seems to think should only happen once a day! — but on one’s own, not in a group, and near one’s domicile.
And a 5th allowable reason — to care for children or help vulnerable persons.
