We would like to be close to the action, really nice hotel, but not up all night and not in any restricted zone. Any advice?

Could you add a few more sentences to help flesh out your question? What do you mean "not in Festival of Lights Lyon?"
I assume you're referring to la Fête des Lumières, but what do you mean by "not in" it? What does "in" mean to you? How close is "close" in your opinion? I hope you realize this festival is city-wide, so to not be "in" it would pretty much mean not "in" central Lyon.

Well, within walking distance to the outermost of the festival installations but not in the restricted zone where our taxi may not be able to go and where it may be loud all night.
