Does anyone know if by 2023 one can get into France without a vaccine for covid?

Would hope not, but France has apparently unwisely allowed it with a negative test.
Discussions are being held in the Senat right now. I expect the opposite, as there is a possibility that everyone will need to be vaccinated and present a negative Covid test to enter France.
However, right now, if entering from a green country, all that is need is a negative Antigen test if one is not fully vaccinated:
