We will be traveling thru Basel to Colmar and Strasbourg. We have been reading about the Fluo card but not sure how it works. Do we buy 1 Fluo card for the both of us or do we need one each?

I live in western France, so i'm just reading about it online, but the SNCF website about the card states:
Conditions The Fluo card is neither exchangeable nor refundable. It is
personal and non-transferable.
That would tell me a couple traveling together each would need one.
