Friends of ours (a family of four) stayed at the Hotel de Suede this summer and liked it a lot. I did not realize that it is as expensive as your numbers. Is that US dollars? It is an older historic hotel so not fancy or modern, but that beds were comfortable and the room was quite spacious - there were 2 twins for the children, and two twins pushed together to make a king. The Bathroom had just been remodeled and was way larger than they expected for Paris. It's very close to Sevres-Babylone metro station where you can get two metro lines and near one of the larger shopping areas in Paris with Le Bon Marche nearby. It's hotel so I am not sure that you will need lots of food stores but you would be in a prime shopping area. There is a cute little park/garden near the hotel. I went over to the hotel to look at it last summer and it seems fine. It's my favorite location of the places that you list for a family with children -- Tonic is very central to the Notre Dame and the Louvre but is in a hectic busy area but then again you could probably walk to a lot of places. I like the neighborhood of Villa Opera Drouot but the area is not as charming as the area around the Hotel de Suede. I like that area south of Pigalle metro station which is the neighborhood of Villa Margaux but I think of that as more of a hipster area and not as great for children. By the way, I think you have a typo in the cost of Villa Opera Drouot.

So Should I go with Villa Opera Drouot (A/C) OR Hotel De Suede Saint Germain (A/C) OR Tonic Hôtel du Louvre (A/C)?

I’d go with JHKs recommendation of Hotel de Suede (based on your list). JHK is the best person here for advice on hotels.

If I were you though, I’d look for a hotel close to the Luxembourg Gardens where you can easily walk to for the kids. The park is wonderful and they have a great playground. It’s also a very central area where you can easily get to many places you’ll want to see. It’s safe, good transportation, lots of restaurants/cafés...

Try using Booking.com or Hotels.com and put in filters of what you want. Be sure to read reviews. I’d book directly with the hotel, not through the website.
