Proper breakfast, like we have in the US, is not really a thing in Europe and, unless you're staying in a hotel, it's not common to find a restaurant that serves it. Recently, more places have been catering to tourists by serving breakfast but I have found them to be few and far between. The closest thing you'll find to breakfast "out" in France is a good boulangerie serving bread (croissant and the like) and coffee.

The Hotel Bonaparte offered a huge breakfast buffet that looked quite inviting. I do nothing more than black coffee before noon, but it looked nice and had a large assortment, far beyond juice, coffee, rolls, etc. Enjoy your day in Rouen...we liked it very much.
The creperie recommended by RS is great--we loved it. It is located by the cathedral on a side street.
