We are taking a three-leg flight into Geneva Airport, then immediately hiring a driver to go to Annecy. Or at least we HOPE we are! Since we are flying into Switzerland, how and where do we go through customs and present this form required for France? Thank you!!
Who knows. It is doubtful anyone will ask for it (maybe the airline when you are checking in)..
If you are entering the Schengen zone in Switzerland, it is there where all passport/immigration formalities will transpire. There are no borders between Switzerland and France. Your air carrier will advise you about necessary documentation.
You will not need to present the form, except your airline in the US may ask if you have it, or ask the QR code to be uploaded to their site. Since you are entering through Switzerland, the airline likely will not though. they will focus on Switzerland entry requirements, of which there are no covid requirements.
When you complete the form, you submit it, it goes to some big database. The only purpose of the form is that if there were to be serious issues on one of your modes of travel, they would know where to contact you your first night, in theory.
A Timely edit: I see as of today (August 1) France has discontinued the form.

I use the IATA site. It is the International organization for airlines and where they get their information from. They update it frequently, and the information is accurate. The link here: https://www.iatatravelcentre.com/world.php You can see on the map, only the Netherlands, Spain, and Germany have covid entry measures in place, Germany's are only for Chinese visitors. If you click on France, it indicates measures were removed today.
I have not seen anything updated on a French site yet, but assume that will show in the next day or two.
If your Schengen entry point is Switzerland, only Swiss rules apply. Any entry requirement specific to France only applies if you enter the Schengen through France, which is not the case here. There are no restrictions when traveling within the Schengen zone, such as from Switzerland to France.
