Hello! I arrive at CDG at 1:40 pm the same day a Rick Steves tour begins. It was not in my original plan.
I will be using the wheelchair service to save my knee. It also saves time. I expect passport control and customs… Will I get out of the airport in time to meet my group at 4? I don’t know which hotel. It is the 7-day tour of Paris.

I think it will be tight even if all the stars align. The wheel chair service at CDG can be spotty, even if you've reserved a chair. You could check out a welcome service that I've heard helps visitors quickly navigate their arrival into CDG all the way to the hotel in Paris. I think it's called Welcome Pickups. I've never used but have read good reviews. Perhaps that may be worth some research to see if it will fit your needs? Enjoy your trip!
You should have gotten the name of the hotel when you got your notice that you were added to the tour.
I'd say you might be cutting it closely. I usually mentally give myself 3 hours from the time I step off the plane to when the taxi drops me at my hotel door. Your meet up will be at the hotel and then they will likely go on a walk in the neighborhood.
Even with a Wheelchair escort thru the airport, sometimes you may have to wait for the wheelchair. The last time I was with a friend who needed a wheelchair, we had to wait outside the exit door of the plane (with another couple of folks) for the wheelchair transport. Then it turned out that we were loaded into a shuttle bus and taken to the Immigration Hall that way, then were met by the wheel chairs. Worked fine because My friend didn't have to walk but it was perhaps a 15 minute wait.
Is there any way you can change your arrival to the day before and spend an extra night in Paris?
It's also possible that your plane might be early ..... or late.
Didn’t you get the name of the hotel when you registered for the tour? If not, email or phone the office.
Barring a delayed flight, and if you take a taxi, you should just make it in time. But if you could arrive earlier in the morning, or preferably the day before, you would be able to start the tour less tired and frazzled.
I suggest that you also let the RS tour office know that you have a tight connection and might be late meeting the group. It might be helpful if you give them your flight information as well. That way, the tour leader will be aware and not think you’ve missed your flight.
As I understand your narrative, you land at 13h40 and plan to meet a group at 16h00 at an unnamed location in Paris. You are allowing 2+20 to deplane, get through immigration, baggage claim, customs, reach the taxi queue, and drive into Paris. A taxi will be the fastest means of reaching your destination as only taxis have full access to HOV/bus lanes.
It might be possible to do that, but I would have a very strong plan B.

I'll add that there are a number of hotels Rick's Best of Paris tours use. One that is often used is the Hotel Londres Eiffel on Rue Augereau in the 7th. I'm not saying this is your hotel but it may be. I usually stay in this neighborhood. The cab fare from CDG in to Paris is a fixed rate. IF you are at Londres Eiffel it will be 65E (and well worth it in my view). It generally takes about an hour this time of day to get there, although at times I've had it take 1h30m. It takes much less time going back to the airport if you have a morning flight and leave the hotel at 6A.
In general the meet up starts with the guide introducing themselves and telling a little about what to expect on the tour. Then each group member introduces themselves. Generally you'll have a short break for a comfort stop in your hotel room and then the guide will take you for a neighborhood walk ending at your Welcome dinner destination.
The wheelchair folks usually go thru the Immigration line that is for airline crew and occasionally they will let First Class passengers thru this line as well (I've flown Delta One and sometimes this line is closed). Baggage pickup is after that and then your wheelchair pusher will push you thru Customs. Generally that is just an area you walk thru without stopping anyway so it does not take any time.
The wheelchair will take you to the taxi rank.
Enjoy this tour! It is excellent. The only down side is that it made me love Paris and now I can't get enough!
If changing your fight arrival time is not possible, then the next best solution seems to be to contact RS and let them know your flight plans and find out where the first night dinner is, so you can meet the group there.

It's not impossible, but my vote is "unlikely".

Well, if someone who flies into CDG once a year yes I could do this. And since you will be in a wheelchair, you will probably be able to. They will move you to the front of a lot of lines just because they don’t want stand there and wait. I would just get the wheelchair attendant to take you directly to the taxi stand. Don’t mess around with other options. Go to the taxi stand. Take a taxi to the hotel. You probably won’t have any spare time between arrival and the meeting, but you can possibly make it I wouldn’t rule it out. I’d say you need about two hours to get out of the airport at the worst. I’ve never taken that long so I think you might have a good chance especially with the wheelchair service.
I don’t know if the Rick Steves tour people have you give them their your arrival information but if they don’t, you need to be proactive and tell them what you’re doing so they know where you are if you don’t show up at four.
Start with the fact that you really do not know at what time you will arrive at CDG.
if you need a wheelchair it seems to me that a taxi is the only reasonable way with luggage.
I'd mention my physical limitations at the first meeting, if you get there, or to the guide at your first opportunity. Will you be OK on the stairs?
