Can we walk up to the 1st level and then just buy tickets to the top? Or do they limit these as well. Thanks in advance, Steve

I believe you can buy tickets to the top at the ticket booth when you buy tickets for the stairs. There is also another ticket booth on Level 2 but sometimes it's closed. I've done both. Buy at the bottom. I think there are or were machines on the tower but never saw them working.
I don't believe you can buy them on Level 1 and the elevators don't pick up on Level 1. I think you need to keep going to Level 2.
You join the same line up on Level 2 for the elevators to the top. I don't think they limit them because you can spend as much or as little time as you want on Levels 1 and 2.
