Are you sure you checked on the official website of the Eiffel Tower? And not on some 3rd party ticket reseller? I ask this because the answer to your question is right there on the official website:
“Children aged 12 and under must be accompanied by an adult.”

A fit 17 yo might enjoy the stairs. You can get a combo for stairs to the 2nd floor + elevator to the top, or just stairs to the 2nd floor.
16 year-old me once ran so fast up those stairs around opening time that I had to wait for a very startled employee to open the door to the 1st floor. Fun memories.
