We would prefer to walk to level two and then go to the top. I understand that these tickets are only sold on site. My concern is that they are sold on site in the case, they have to limit access due to crowds and then these tickets would not be available.Has anyone knowledge of these tickets not being available?

Tickets to the summit must be purchased on the ground level.
Summit tickets are generally, but not always available.

If you want a guarantee of ticket to the top you need to reserve elevators on line. You probably can buy tickets to the top when you buy your walk up ticket, but not always. I would go early in the day if it is important to you as the odds of overcrowding at the top increase throughout the day.
