I will be arriving at CDG on the morning of Jan. 3. What effects of the strike can I expect in terms of baggage and transportation to Paris?

There shouldn’t be any effect on your baggage retrieval.
As for transportation into Paris:
— the RER B is unlikely to be a good option if they are still running only one out of every three trains as they currently are.
— in addition, any transfer onward within the metro system could be problematic if the service is limited as it is currently (with only two lines fully operational, and others open only during rush hours and with reduced service even then, and not all stations being served).
— options for going into town could include the RoissyBus, which has mostly been operating on a regular schedule, or the Bus Direct (check out their website for which of their stops are affected). Of course either of these (as well as a taxi or Uber) could be slowed down by significant road traffic into town since the rail option has basically been taken out of business, pushing more traffic to the roads.
— just an FYI that Friday Jan 3 will also see a decent number of Parisians returning home from destinations they have been to for Christmas/New Year’s.
