2) I will fly from Dublin to Paris to do the Southern France tour beginning in Chartres on 12 May. How do I get from Dublin to CDG/Chartres?

Dave can you predict this weekend’s weather in Seattle? Asking what to expect weather wise for April and Nay of 2024 is a crap shoot. Nothing but a guess.
You should fly from Dublin to Paris and from Paris back to Dublin.
You can google April weather Ireland for historic averages. Closer to your dates, you can get actual forecasts.
Fly to CDG. Then train to Chartres.
3.Fly from Nice to Dublin. However, if you will fly home at the end of the tour, consider getting a multicity ticket, flying into Dublin and home from Nice
It will rain in Ireland some time during those 20 days, but not all the time. Fly from DUB to CDG, take a taxi or RER/Metro to Gare Montparnasse, then a train to Chartres. Fly from Nice back to Dublin, which may require a connection in Paris or London or elsewhere. Or, as suggested above, if you don't need to return to Dublin, then fly home from Nice on a "multi-city" ticket.
