We will be dropping friends in Dijon to train back to Paris and fly home. We are looking for a hotel and restaurant recommendation for one night. Hotel under 100 E a night and good local flavor restaurant.

I don't have lodging yet. It's for travel in October. I'm just beginning to figure out the city but I believe the Old Town area. It is my understanding that it is walking distance to the train station. I'm trying to find an area that will be easy to drive to as we avoid driving in cities.
The dinner will be a "splurge" night for us so around 100 E give or take. Does that sound reasonable?
With a car, you'll want to avoid driving in the Dijon city center.
The ideal lodging would provide secure overnight parking and would probably be away from the city center.

The next step up in quality (and price) would be for you to use the same website to specify Michelin one-star restaurants. But brace yourself for the prices. And those are only the one-stars (which is a very good rating in France).
if you're willing to have one of those once-in-a-lifetime type meals, a shortish drive outside Dijon is the Abbaye de la Bussiere. Great setting, fantastic grounds, full blown full course French meal. Wonderful.
