I tentatively scheduled a trip to Paris for the end of September. I’ve been to Paris several times before & always wanted to do a dinner cruise on the Seine. Bateaux Parisienes looks charming, & costly too. Given the time of year, I would prefer to make a reservation. Unfortunately, the dinner cruise must be pre-paid in advance. & worse, there are no cancellations, or refunds. I mention this due to the world events that have occurred in the last 24 hours. I’m a little nervous about paying for the cruise & then be forced to change my plans at the last moment. On that note is anyone else thinking about their vacations to France?

Not re-thinking my travel plans, but I’ll urge you to re-consider the Bateaux Parisian dinner cruise. The food is industrial-grade, prepared elsewhere and reheated on board.
There are other, much better options, such as Le Calife and Alain Ducasse. There are a few others that are slipping my mind at the moment.
I agree with @HappyToBeHere; we took the Le Calife cruise last spring, and it was wonderful. The food was good, and the service was top-notch. Perhaps your travel insurance would help alleviate concerns about recent world events, in case you need to cancel your trip.
I recommend these dinner cruises. The Don Juan 2 has one Michelin star. Terms may differ, but I would reserve 4 to 6 weeks in advance, particularly for September:

Travel insurance almost always excludes force majure i.e. if war or major disaster causes you to want to cancel, it is likely not covered. Most travel insurance did not cover COVID cancellations.
