We will be traveling from Arles to Paris by train. The schedule indicates two transfers in Avignon; first from Centre to Avignon TGV.
The schedule shows a 9 min change, then Avignon centre to Avignon TGV in 23 min. Are these connections possible?

Look at the departure boards to see which platform your train leaves from and then go to that platform.

It has a station map you can download. But it's not a large station. Shouldn't take long to change platforms.
If they were not possible, SNCF would not list the itinerary.
Of course, it's possible. The train between Centre and the TGV is more of a shuttle and leaves every 30 minutes and the trip takes about 6 minutes. The shuttle was implemented to connect the Centre station to the TGV station. With the amount of time you have, you really would have to almost not want to catch your trains or move very, very slowly to miss the shuttle or to miss the TGV.
