We are in Paris for 8 days at a meeting with wife doing touristy things alone for 4-5 days. Staying in touch is important so we wanted to go with a local sim card for our iphones. However we then go to the Baltics for 16 days and I am wondering if there is a european sim card that works in France, as well as the Baltics? Does anyone know and if so is it readily available in Paris?

I have Sprint. Their international service includes unlimited data and texting at no cost and phone calls at 20 cents per min. And if you download WhatsApp you can call at no cost.
You might not need a SIM card at all, depending on your carrier.
There is no such thing as a European SIM card. SIM cards are issued under the laws and regulations of the country they are sold in, and have a phone number from that country.
But, unlike in some countries outside Europe, SIM cards from one European country work in all others, possibly with a slight cost surcharge (<50%).
When you buy your SIM card, ask what the cost is for using it in another country (called "roaming"). And, when you use it outside France, remember it still has a French phone number, so store your wife's phone number in the phone with the full French country code (+33 followed by 9 digits).
