4 hours is the minimal time and it is slightly risky -- if your incoming flight is late (ours from Chicago was two hours late last fall) then you are in trouble as the ongoing flight is lost. Travel insurance might cover this if they deem it not your fault -- with 4 hours they might. Usually US flights are a bit early but I always plan for Zebras. Over the years I have been in an accident caused traffic jam on the way to the airport, a tram that broke down meaning we walked the last km to the train station in Amsterdam to catch the Thalys and a Thalys from Amsterdam to Paris that came in 5 hours late due to a suicide on the tracks. All rare -- all possible.
With this transfer it is as if you are coming from Paris -- they are VERY unlikely to let you bump the line to get through immigration or emigration or security. Luggage can take a long time to come at CDG. Last trip our luggage got caught in a luggage jam in the process to the belts and they were not aware of it and suddenly 20 people had no luggage. They kept insisting it had been 'checked onto the belts' electronically so someone must have taken it -- we were right there the whole time. Someone finally investigated discovered the bags jammed up under ground and get them moving. So an hour to go through immigration and get bags is not unreasonable but also optimistic. Then you need 3 for check in and security.
So 4 is probably going to work but it is not generous and a ridiculous glitch can hang you up.
