Does anyone know how to apply for the carte senior plus? And can non Europeans apply for it?

The senior discount card will cost you €60 & it's valid for one year.
If you plan to take many train trips, it will save you money, however, you may save more money if you book your train tickets 2-3 months in advance.
You don't have to be a European citizen to purchase the Senior + pass, but there are many restrictions involved. You won't always be allowed to travel when you want to, there are no refunds or changes allowed, there are other fees involved, and the discounts really aren't that great. If you live in France, travel a lot and have a lot of flexibility as to your travel dates and times, it can be a good deal. For casual travelers, I wouldn't recommend Senior +, since there are better options.
If you look up the SNCF calendar of the trains you are considering, you'll see that the time of day and the day of the week will give you more flexibility in price, as well as being guaranteed a seat on the train. If you can purchase tickets 90 days in advance, the seats are often much less expensive.
Over age 60, outside times of heavy traffic (rush hours, Friday noon on, Sundays, holiday) senior train tickets are -25% automatically without the card.
