Carnac -- are the stones accessible in winter?

I've been trying to figure out -- and am finding confusing and conflicting info -- whether the stone alignments at Carnac are accessible in the off-season, and if so, exactly when. Some places I simply read that they are fenced off from the public -- other places indicate that they're open to the public but not during the busy season, without any specification as to just when that is. Still other places indicate that they can be accessed on a tour, and not otherwise. Perhaps the different groups of alignments are treated differently, which might account for some of the inconsistency I'm seeing, but I'm really not sure. I am thinking of a visit in late February 2016 and would love to know, before deciding to go, what the situation is with the fences at that time of year. The official website seems not to say, unless I'm just missing it (which is entirely possible). Does anyone know?

The best I can tell from several websites is that they are open all year, off season hours (Oct-Mar) are 10-5 daily (closed on Jan 1) and you are not required to take a guided tour in the off-season so you're on your own to explore the stones. During high season (Apr-Sep) you must take a guided tour to enter the main field of stones as they want to limit the number of visitors during this busy season, I believe the guided tour is just for field by the visitor center/museum, but other areas are accessible (at least that's how it was when I was there in late June 2012).
