We are traveling to Paris & Amsterdam with our 4 month old. We plan to use public transit most of the time, but we're thinking of taking a cab from our hotel to CDG before our flight home. We had not planned on bringing a car seat. Will we be allowed to hold him on our lap in a cab? Has anyone gone without a car seat when bringing an infant? We might also take a cab from Schiphol to our hotel upon arrival, so same question if anyone has been to the Netherlands with an infant.
Kids are not required to be in car seats in commercial vehicles.
Exactly what other kind of a commercial vehicle would a tourist use other than a taxi or bus? And the OP only asked about taxis.
It is so risky to have a baby in your lap in a car that I would prebook a G7 taxi with car seat or use Shuttle Inter and pre-book a car seat. Taxis are usually the best in from the airport, but they won't have a car seat. I believe that Shuttle Inter does not require pre-paying and can be ordered with a baby seat. It is legal to hold the baby in a taxi but it is not safe.
