Not sure these days - I'd check sites like Kayak which allow you to specify rental near a train station. When I visited Normandy some years ago, I took the train to Caen and rented the car there instead of Bayeux, because there was a better selection of cars / cheaper rates vs. renting in Bayeux where I stayed two nights. Driving in Normandy was easy - the hardest part was driving out of Caen as soon as I rented the car. But that was years ago before I had any sort of GPS. Today with my phone as my GPS it would be a piece of cake. Away from Caen, driving was really easy and find.
Google Maps shows several of the major agencies near Caen station (Hertz, Europcar, Sixt, Enterprise, Budget) but none of these in central Bayeux. Be careful of opening hours, too, since many European rental offices are open only a half-day on Saturdays and not at all on Sundays. This will normally be mentioned before you complete an online reservation
Speaking of opening hours: I picked my car up in Caen during open hours but dropped it off after hours and dropped the keys in a key drop - something I have since done several times without issue. I think most car rental places will do this. But I made sure to take pictures of the car as I dropped it, to confirm there was no damage to it when I left it.
I believe there is a Renault rental agency near the train station, but it's run by a car dealer, and you must return the car to the same place--no dropping off elsewhere. I suggest you take the train to Caen instead--there are four agencies across the street from the train station--Hertz, Avis, Europcar, and Sixt.
Another vote for Caen -- we rented through Enterprise and were able to drop the car off at CDG; tried renting in a smaller city and they would only do return to-this-location rentals, which did not fit our plans. Great museum in Caen, too!
Two years ago we took the train to Bayeux from Paris and picked up our rental car there. We rented the car through Auto Europe which had a location that we could walk to from our lovely B&B near the town center. We walked to the rental location which, if I remember correctly, was located at a gas station a little ways outside of town, we used our GPS to get us there. It was a pretty hefty walk from our lovely B&B in Bayeux but doable. We dropped off the car about two week later in Strasbourg and took the train from there back into Paris.
I rented a car in Bayeux several years ago, and as I recall the rental agency (Hertz?) was in a petrol station. The staff didn't seem to speak much (any?) English but I managed. The manager of my hotel had phoned them previously and made all the arrangements, so it was mostly just a matter of signing on the dotted line.
We rented a car in Caen and then drove to Bayeux. The rental car was right across the street from the train station. We visited the Memorial museum in Caen and then went to Bayeux to stay a couple nights. The drive was short and easy.
I've rented and dropped off cars in both Caen and Bayeux. There are certainly more rental options in Caen that are walkable from the rail station. When I rented in Bayeux, it was a Hertz office in a gas station on the periphery road just outside of town. But it requires a ride to the strain station. One time, I had the station owner drive me to the station/ Other times I had to take a taxi. Overall the rental is simpler in Caen. but you still have to drive out of the city and into where you want to go in Normandy. Although Bayeux is a little more complicated (plus the potential cost of the taxi), once there you are in a much more car-friendly area. I guess it just depends on which you prefer.
