Do you want information about car registration (carte grise), a control technique (usually paid for by the seller), financing, specifics to purchasing from a private party, purchasing from a dealer (which should be the easiest), obtaining license plates, or some other aspect of car purchase?
Obviously, you´ll need a French driver´s license, particularly for the carge grise.
Buying a car, use leboncoin.fr, or a dealer in whichever town your're living in. If you buy on leboncoin ask your local mechanic to take a look at the car before you decide to buy. It's easier than importing a car.
You should be able to insure your car using your current drivers licence. There are a couple of insurance agencies that specialise in insuring cars for non-french licence holders, they're a little more expensive, but not too bad. I used one (AXA Bordeaux, maybe) whilst I was living in the UK with a French registered car.
It will make a whole lot of difference if you can exchange your current licence for a French licence. Exchange depends on which state your licence is from if you're driving on a US licence (there's an old list here https://www.frenchentree.com/uncategorised/getting-a-drivers-license-in-france-for-americans/) otherwise you'll have to re-sit the test. If you have an EU licence thats not a problem, but be careful where you take advice from, the rules and proceedure changed last year and there's a load of old (and therefore incorrect) info on the net
